Add owners attention award with a new twist

Hey so I have an idea for owners attention award. Since @KSZ will continue to be a mod and will reply to scam reports having him reply to get the award will make it worthless. What if you make it based on likes instead? Currently it's on floraiN's old UID which doesn't exist anymore. I think that having it based on likes would be great. Ty @J_S  :caty:
