I'm here asking if anyone could offer info explaining how one could take a newly acquired, and then formatted storage device (preferably USB flash), load that device with information and leave it at a place to have it's contents effectively disseminated and not disposed of by the third party.

Assuming several things:

1) The persons receiving the drive may not always be a detective lol, so they may not have the "plug it in and see" mentality
2) The drive contains necessary images/files or timely info for the related parties given to them for a non-malicious reason.
3) We are dealing with one standard USB flash drive

A good hypothetical to base answers off of, seeing as I need this for a personal project, is dropping off files about someone, to someone else they know. Wherein, the receiving party would possibly be able to have METADATA on the drive traced back to the originator.

To answer your question :
     First : Do not buy you usb key from a store . the serial key is always traceable and even when paying with cash security cameras can identify you .
                find a key , buy a second hand one , ect 
     Second: find your victims weakness , like if he is into money leave a sticker on the key saying 'bitcoin' , into women 'nudes' ect 
     Third : use exif deleters , metadata deleters , you can check out github for that 
     And most importantly don't do the exchange in a place with cameras , don't get caught , and don't leave your hair or fingerprints on the drive.
If the data you intend to leak is destined to the press , all major press companies have websites on the TOR network , you can just send it .
If you can use email like protonmail while connected to TOR

If a drive is purchased online, is the serial still just as traceable? Would leaving an envelope explaining the intention of the information being left entice them to actually read the drives contents as opposed to throw it away?

stuff bought online even from other countries get checked by the customs .
The envelope idea i great , but use handwriting, most of the modern printers leave traces to identify the origine of the document , and use gloves , change your handwriting , ect
