I have been using F-Secure Freedome for 2 years now and I am really satisfied.
I haven't tried super many different VPN services yet, so I can't say if it's the "best", but I think it's great - fast and reliable.
Before that I used the VPN service from CyberGhost. That was a good one too.

I dont know whether they are doing it in the recent history. But before they are pretty much the goto VPN for privacy. Was with them for nearly 4 years i think. But left only after almost all VPN hiked thier prices.

Have been using nord and other VPN which had leaked logins.
