Distribute award of banned users

I don't really agree on that.

Cause of many reasons, first , even perma banned user can come back anytime , with a ban appeal
Same for a scammer, if he refund the scammed dude and pay the fee to @floraIN , he can come back on the forum

So taking their awards wouldn't be possible
