Do credits giveaway when shoutbox reaches a certain amount of shouts

I think it should be at 10k shouts or 25k
Then the giveaway gives credits to each person depending on how much they contributed.

This would make more people interested in talking instead of the same few people each time.

It's only when it hits a certain goal of shouts, then the credits get given.

Yeah, and the person with 6500 spammed shouts get 6.5k creds.
If implemented, only a shout every few minutes should count towards the credit mass for the person
