Error for virus when all antiviruses are off

Your antivirus has already quarantined it. You have to redownload the file afaik.

I just downloaded this and my antivirus was off. Someone said I need to turn off realtime protection in windows defender but I cant seem to find that anywhere

What is your windows 2016? I think so try check on control panel windows defender go to setting and switch it off

That looks like Windows Defender is intefering there.
Make sure its real-time protection is disabled, too.
