Help: Mobile Devices IP (and ISP info)

Hit the like on any content that helped or had useful information, I'm asking as someone with basically no likes.

So I have been doing a lot of research on VPN usage......

Obviously, mobile devices also have ip addresses. 

Is there a way to set up a vpn with a mobile device ip address? 

Can anyone point me to a thread that may explain this?

Any help would be appreciated.

You could just setup a hotspot with your mobile device whatever you connect to it would have the IP of the mobile device. If you don't want to use your personal devices IP you can just buy a used phone off someone and setup a prepaid service with false info and use that for the hotspot. if its for the purpose of DDOS protection your better off getting a proper VPN or private gaming server from OVH or PATH with unlimited DDOS protection I can link you to a very affordable option if that is the case. if its to just remain anonymous while browsing any VPN is better then a having a mobile devices IP due to you will still be able to be located with a mobile devices IP.

Would that be the case even after turning off the location services on the device? Is that a Cellular Tower Ping thing?

Also, the main question remains.....

If I had another Mobile device IP address, could I use it instead of the ip address for my particular mobile device?

Yep the tower ping thing as for using the IP of another device yes you can via WIFI/Bluetooth hotspot or tether via USB cable or you can always pick up something like a Nighthawk LTE Mobile Hotspot Router and connect to that from your device but at the end of the day it isn't very hard for someone to find out what type of connection your using and how you're accessing that connection. Now if you're not looking to hide/protect yourself but looking to attack you might try to look into something like packet crafting/editing but that's a whole different skillset I'm yet to acquire..  :jewl:  Now I could've missed something since I've been trying to learn multiple skillsets in other areas so maybe someone else could provide more useful information for you but off the top of my head I can't think of anything else at the moment..
