Depends on the kind of SQL file you have. In most cases it is a a SQL script to (re)create or modify/change a database. In that case, you will have to install a SQL server on your machine and any management tool. You may try XAMPP which is easy to use and completely free. Alternatively, install MSSQL server 2017 and the "Management Studio" - the personal and developer edition are free, too. Last one will include everything needed to use your SQL file for sure.

I'd recommend not installing MS SQL Server until you know what you have first. It could be a script for MS-SQL, MySQL, SQLite...etc - all of which have different syntaxes.

If you just want to view the file you don't need any SQL products installed. Notepad will work...but you may get more mileage out of Notepad++ or VS Code though.  If after you've looked through it and determined you need to run it in a database...sure, go ahead and install the correct product corresponding to the file(s) you have.

If you just want to read the script than notepad will work.
