First respect yourself and improve your behavior, when you respect urself that reflects to others too and they will respect you , if they don't is their loss not yours. Start working on your character be indepedent and confident. This will not be achieved immediatly but it will improve with time.

believe in yourself, try to be a little bit talkative and be an extrovert one. no need to make friends forcefully, some, who will see your good nature will come on you for offering friendship, just wait and have your confidence.....

Maybe consider joining a group of people on some activities and try being nice.
It's also always recommended to not act like an introvert, even if you are one, so you won't be put into the background where no one notices you, because you are not participating in any talking or whatever.
You could also consider being generous sometimes and nicely inviting some people to eat something with you - but not too often tho.

Just be yourself, find people that you have common interests with. You don't have to change who you are to make friends. That would be disingenuous. You will make life long friends with people you share common interests with.
