I think he means anyone who is hesitant on doing something. Im great at procrastinating, actually im doing right at this moment☺️. I've hesitated doing some things for years before and eventually said screw it and never did it.

Everyday for years i tell myself "im going to find a new job" but then i get home and im like "ughhh....." ill llook tomorrow, right now I'm doing what I want. In reality though its always a waste of time the things i decide to do (for me it is) . One would think that i can't procrastinate any longer, but here I still am?. I can keep going
