The only requirement is that the bank account has decent credit score and has a card that can be used. (Can be Open-UP or stolen, doesn't matter)
Any country in EU is fine, but Germany is preferred.
No need for any money on the account

Also for some asking, EU banks don't have a real credit score, but companies still perform credit checks based on account history/performance
