[SB] Slow Mode

I was on shutbox today and there was a problem with @KSZ with mumber spam message on shoutbox and there was a ban from the shutbox from liars, so I thought of a wonderful idea instead of banning the member, why not add slow mode chat before to ban Some problems such as spam will be solved. Also, if there are 10 consecutive messages, the slow mode will be activated automatically for a period of 5 minutes.

We already have it but its manual. Spam is regular so it will become annoying for regular users when automated.
