Additional Information:
As screenshots of convos, I paid 70$ for two facebook ads accounts with mail access. The seller gave me mail:pass of the accounts but mail access doesn't work.
As he told me I tried with VPN (NordVPN) and after with cookies, but was impossible to import cookies due to error (as screenshot).
Asked for a refund and didn't want to refund. Asked to give me json cookies and 2 working accounts and he refused telling me that it's my fault.

1. for a start, I offered him an email: pass for login and I told him what vpn and what country to use, he didn't use anything :) he used his ip or something else, before that I provided screenshots that the accounts work.
2.he entered the accounts and blocked the first one, because it is normal the activity on live.com is scanned based on the ips in the respective country, how could I log in and he didn't?
3. so I asked him for proof for replacement, to make me a video of how he uses vpn and the respective country by mail: pass, he didn't give me a screenshot or a video
4.
for the second account I offered him json cookies, after I logged in I exported them and offered them to him (which I was not obliged to do because I explained to him 4 times what I have to do and did not listen to me)
+ if you buy something you have to know how to use it.
5. I said that cookies are json, he said something netscape and did not use cookies-editor specified by me used another extension, and as you can see in ss that he put both json for msn.com and for live.com therefore has an error in the lines
6. conclusion:
the accounts worked, I have proof, it can be seen on the screenshots, I explained what to use and how, and he didn't listen to me. it's not my fault, it's his fault he blocked the accounts.

1) I used NordVPN as VPN, connecting to Vietnam as you told me: and it DIDN'T WORK. You probably don't know the difference between a VPN and a reverse proxy or targeted socks.
2) You know that when you access from another IP, with different cookies and sometimes from different devices, Microsoft blocks the attempts until the verification process? Mail access is not just enter mail and password and you're in.
3) I firstly ask for a refund and didn't provide me. Ok. Therefore I tried with cookies, same. No replacement and no refund.
4 - 5) please read more about "cookies import" and the difference between netscape and json formats.
Conclusions: so the seller is telling me that I paid 70$ for something I wanted to block. Really coherent.
I made a video with the second account that works with cookies now, the first one doesn't work anymore because you blocked it, but the second one still works, I will send it to a Staff.

I'm not here to intervene or anything, i have sold to various people cookies and logins about email access and you don't need vpn most of the times to login if u have them cookies injected(not even needed for login credentials), a vpn to that country is recommended and a sock is making it even better but optional at some point... (login.live.com aka outlook)
if he gave u .login.live.com cookies you should have logged in with ease.

or just the email that had facebook ads on inbox etc

yes VPN is just a "plus" and won't work alone without cookies to bypass outlook verification.
I bought 2 facebook ad accounts with value between 200 and 300$, or at least it is what seller told me. Obviously these accounts were sold with supposed mail access.
Seller gave me email creds and, after verified by myself that they didn't work with only VPN, I asked for cookies.
Seller gave me cookies for opera (note that I had to ask which was the browser, seller didn't care about specify it) but these cookies were wrong or in a format that isn't JSON (since it was impossible to import).
After all these things, seller refused to refund me or send me 2 new accounts with working cookies.
