I guess you've been banned from steam for scamming or cheating. The only way to unban your account is - you leave it for a few months untouched, don't login. Then login from a new IP and claim someone hacked it a few months ago. They might ask for payment details of your previous purchases. Provide everything. It's 50/50 they will unban it or not. Claim it wasn't you who did whatever shit you did.
