So today a user named @Anonymous987654 was spamming like hell on the shoutbox, which I believe it's annoying for a lot of users.

My idea is to hire more staff, but not any staff. Staff from other timezone's/regions, which can 100% improve this forum. The idea of having staff was denied a lot of times, but this is different, we're talking about different regions, that people wake up early and are already taking care of the forum, because I know staff needs some rest as well. But with different regions some staff would be sleepin and some other would be awake.

This is just my opinion and could really improve this forum! Let me know what do you think

Legit don't even need to hire them, lot of people just lurk in sb. They don't even need to be staff, they can just be sb mods with perms to mute people. 

Another solution would be a vote mute system:
say 6 ranked members vote to mute someone and person gets muted 1 hour or more
a way to prevent abuse is only allowing members that have a rank and punishing false mutes
