I suggest you both simply cease the behavior. Insinuating that positive feedback would be appreciated is acceptable, however going further and requesting/demanding the feedback is not.

I don't understand.
Just because a user has been warned for breaking a rule, does not exempt them from being issued another warning if they repeat the offense.
