User with DWC shouldn't be able to post a new thread in MarketPlace

Hi,

As the title say:

User shouldn't be allowed to post a new thread in marketplace , or bump their marketplace thread while having a Deal With Caution tag.

Why ?
Cause some people will spam or bump their thread trying to scam another person before getting banned.

Good example :

+1, while in DWC no marketplace thread should be able to be created or if you have an active markeplace thread, it needs to be disabled until DWC mark in gone.
