1  Vouch copies can only be granted to members with the following ranks: Staff, Supreme, Contributor or Godlike.

but if i ask any mod or anyone they say its OP wish so whats the point of this.

Well tbh if OP decides to give VC against the site rules then he only affects his own sales as customers do tend to trust the vouch of user groups mentioned in marketplace rules.However those who ask for vouch despite not eligible are made aware of it either through the post in the thread. And the point of the rule is it lets you know who is eligible for it.
