Where and best way to get proxies?

I'm a new to these things and I want to know what's the best program or service to use for getting proxies without spending money.  Starting off I feel like I'm better off saving money for buying hq combolists instead of spending them on proxies

you wont get anything better than https://proxyscrape.com/free-proxy-list as a beginner cah its free and probably the most used api where people get their proxies from
