cant access c.to on my pc but i can access it on other devices

im using the same internet on my pc and iphone
i cant access c.to on my pc but i can access on my phone, this is what it says

if you are using avast disable it or any other AV

It is not necessary, just configure the firewall of your antivirus to allow access to c.to, perhaps it marks it as dangerous and therefore does not allow access,but it is not necessary to disable your antivirus, just configure c.to as an allowed site in your antivirus and stop blocking

Hi,

Depending on where you live, some cracking/hacking forums may be banned (temporarly or permanently) by ISPs. It seems to be the case for Western European countries.
