i need help with resetting my pc

any fucking pc wizards here, i've been trying to reset it for ages now
 
resetting pc just removing files = around 80% then I get a error saying "No changes were made" or something like that
 
then full reset gets to around 15% same message
 
someone help

So, i'm trying to like fully reset my whole pc via > reset this pc > etc etc

Reset gets to around 25% done, then comes up with a message saying "No changes were made."

1. Redownload windows from here
2. Click "Upgrade this PC now"
3. Wait for it to get to 100%
4. There will be a "Ready to install" screen. Click "Change what to keep" and choose "Nothing".
5. Your windows is freshly installed and reset!
