I think that is pretty impossible to create, unless there's a public database that show's you who has been banned and for what.

Is there? Last time I played was several years ago, and there was nothing like that, but if they provide a way to check a public profile to see if it is banned and the reason, then what you want can be programmed to offer an interface through that, otherwise it is impossible as that data is private on their servers.
