Is it just in movies or is all the pinging exact location on phone, accessing cameras and face regoc and shit like that real?

If yes, is there anyway for the public to be able to somehow get the tools or whatever the police & hackers use

As long as you have a SIM card your phone location is detectable, however not everyone has the tools for that. Law enforcement and the telecom company will use telecom towers to triangulate your location using your sim card. When it comes to accessing anything on your pc, the only way that happens is if you click on a link that has some sort of malware that is programmed to access programs on your computer; by clicking on the link you've unknowingly downloaded the malware and allowed it to run on your pc. Windows defender these days is really good at stopping alot of malware but if you want further security you can maybe use malwarebytes.
