As long as you have a SIM card your phone location is detectable, however not everyone has the tools for that. Law enforcement and the telecom company will use telecom towers to triangulate your location using your sim card. When it comes to accessing anything on your pc, the only way that happens is if you click on a link that has some sort of malware that is programmed to access programs on your computer; by clicking on the link you've unknowingly downloaded the malware and allowed it to run on your pc.
