You just gotta make an account similar to the account you want to ban. eg. if the username is hello, put hello_ or helllo (just something close to that name) and put the same profile picture as the targets account. Then report the targets account for impersonation and it should be banned! I think the max followers to do this is around 10K. Hope this helped!

Right. But you need 2010/2011 account to do this.
