I've had that issue once and all I did was waiting some time (can't remember whether it's been hours or days) until I tried again, and it worked.
Yeah, so you just gotta wait as I don't think that's anything PayPal's customer service can help you with.

I Had the exact same situation, weirdly enough i removed my payment methods, added them back (and verified them) waited just over 72 hours not trying to request/send money.
All went well after.
Try not to login using different devices/locations this can also trigger the system.
Honestly at the moment all you can do is be patient and wait.
Everytime you try send money and you get that message you do realise the hold on the account can keep increasing.
I'd stay safe and wait some time, it can be painful but worth it.

Or you could try message them and get slightly rude, that works when you're pissed off sometimes lmao.

Maybe I will try your way. So remove bank and credit card and re add them, right? I just want to send that PayPal Balance I have to an other PayPal.

I waited already 2 days without sending anything. I think waiting is  the worst thing for me right now. I think, since it worked for you, I will do the remove and add trick?!
When you remove and add make sure you confirm the card/bank.
then once that's done give it 24 hours and try again. :)
Also the issue may be your card/bank not matching the name on the paypal account.
don't try a minute under 24 hours.

After confirmation, not even log in for 1 day or just not send for that period?

You can login for sure, just don't do any activity until 24 hours of confirmation, update me if all goes well :)
