I want to add that the 10$ for pentesting makes sence because he lives in germany and our police is not allowed to participate in illegal things to arrest people. If they would buy access to pentesting it is the same as just buying weed on the street and then arresting the dealer, the Police here is just not allowed to do this. They have to find someone else who bought access and then they can investigate. And for US police, I don't know. But I don't think @floraiN cares about that. So only the German or any Police force in the EU.
