Additional Information: I am relatively an avid client of the aforementioned seller. I bought accounts from him multiple times .This time though was different, ; like always I asked to if he is selling and if everything is in stock, he said yes, so I sent him money--HE DIDN'T ANSWER MY MESSAGES FOR 20 DAYS AND DIDN'T GIVE ME AN ACCOUNT. eventually he answered saying they are now cost 15 dollars more because  of new security or something. I told him already bought an account so he should give me one for the price I paid and I won't buy anymore because the price is already too much. He refused and continued to take days to answer. I asked if can refund me, he also refuse. Then I offer to pay extra 10 dollars-- he is not replying in any way .

why i pay account in less ammount my account cost is 25$ that time he paid 22$ its automatically system so he dont get account that day after some day he told me he dont get account i told him price is incease so send some more dollars he will get account then he again disappeared  then i message him i have your account pay my left money i will send u account 

he agreed on that so i created account for him now he open dispute his account is ready he have to pay left money so i send account to him
